Hi '79Lee, the fuel filter in your car is located on the inside of the passenger-side frame rail, in front of the rear wheel - there is a metal shield around it, but you can still see it easily. Before working on the fueld delivery system you need to depressurize it, to do so just unplug the fuel cutoff inertia switch on the driver side hinge of your trunk lid and then try to start the car - engine will just keep cranking, or maybe it'll start but then quickly die, either way you are now safe to proceed with the filter replacement. For that you must first remove the metal shield (two bolts), then remove the plastic shield (again two bolts IIRC, this time smaller), then pull the two clips that hold the fuel lines to the filter (use a screwdriver), and pull the lines off the filter. New filter comes with new rertaining clips, so don't worry if you bust the old ones while removing them. Not a hard task really, just make sure when you disconnect the lines you have something under them to catch the gasoline that'll leak out.
yep you can also just dpress the pintle valve on the fuel pressuse test port to relieve the pressure. It will look like a tire valve stem tip located on the fuel rail under the hood.

Ya, you can do that too, but for God's sake don't keep your face above the valve when doing so - actually keep away everything you don't want to end up soaked up with gasoline.
