Jay, yeah those requirements are complete bull for sure. But again, heavily populated east coast areas, common sense need not apply!
Tiggie, yes, brushing against the vehicle when parked is the concern. It happens more often than we'd like it to, all it takes is a dumb shit who doesn't know how to center their vehicle in the parking spot - you may do everything right on your end, but it still don't do you no good when you come out the store to find a truck parked right next to you with his tires on your side of the yellow line. Some douches will do it just to be douches too, I may have on more than one occasion slightly "relocated" such vehicles on my way out
On your question regarding the tach cluster, if you find one that matches your model year then it just drops in. Ford being Ford changed the pinouts and overall layouts every two years or so as they added or deleted features, so if you get a cluster from a truck in a different model year range you'll likely have to move some wires around and may lose some warning indicators (air bag comes to mind here). It's no rocket science tho, as long as you got the wiring diagrams for both your truck and the donor one.
