I have 255/40's all around on a 17x9 on my moms mustang and they square up nicely on the 9" wheel not stretched at all. If I where you I would do a 255 on the front and 275 on the rear.
Also go back to efi. Since you have the harness out of the car already and will be installing everything anyway, now would be the perfect chance to chop up that harness and do a little tucking/tidying and such. But that's just the wireing nerd in me talking.
As far as managment if you plan on haveing someone tune it for you on a dyno go to the local shops and decide the most trustworthy/who you will be using and find out what system they are most familiar with. That would be how I would go about it.
If you plan on tuning it yourself pms seems to be very simplified and has a hand held controller so no need for a lap top. But it's very expensive for what it does. Alot of other systems can do alot more for alot cheaper, but the learning curve is a bit more steep and a lap top is required.
