From what I understood, if you buy from a police auction, everything still works, sirens (if included), light bars, if still on the car, now they might pull the hardware that controls them, but you are responsible for removal and filling in body mount holes.

As far as I know, the spotlights come still operational, though it is not legal for you to use them, you can be asked to flip them on, and prove it is not operational if pulled over, but it's probably a simple matter to wire in a toggle switch underneath the dash to cut it out.

I wonder if the old wheels would bolt up? That'd be a pretty wide looking stance if it did. I like your P71. I've been keeping my eye out for the right one for a long time now.

Seems I've seen pics of an '03 Town Car with earlier wheels on it - 15s with whitewalls!

 I would have thought that in swapping to early-style brakes you'd also move all your wheel mounting flanges inboard?

I suppose there's also the possibility that they were actually 16s with those funky white-stripe Michelins, so that when I saw the pic I thought they were 15s. I forget the context, but I seem to recall having the impression that that particular owner wouldn't have been swapping brakes!

Here in Florida spotlights are perfictly legal so long as they are not blue or red. It is also legal to use them within reason, no blinding other drivers, but looking for house numbers at night for example is ok. And yes mine still works.

Most if not all police cars sold in the State of Florida have all the equipment removed by the department. It's very rare to see a car at auction with any equipment. The only exeption I have seen are parking enforcement or security cars that have amber lights.

It was not just the breaks that was changed but the whole suspention, front and rear. The changes pushed the hubs further out so the "flat" wheels were needed to keep the tires fron sticking out.
