Mine had similar high idle numbers, but my idle numbers were way up. DId they shut your car off, and start the test immediately after restarting it ?

I dont remember, I just recall the idle HC number was in the 170 range and the high idle test was like 15 or something.86 Lincoln Town Car (Galactica).

They are supposed to, to perform the test right, start the engine, and allow it to settle down, then perform the test.

Well, thought I'd update for you.
The cars suspension is all done up. Except for the rear control arm bushings which will be done when the rear end swap is done. The car handles much better in turns, and bumps are like non existant lol. Car is aligned as well, everything in spec. Everything seemed to work out. Ran into a snag with the lower control arm bushings though.
For 1986, MOOG lists a part number that's different for the lower control arm bushings. They don't fit, too big. 1987 and up share the same part number, and that's what worked in my control arms.
Front shocks, springs, upper and lower control arm bushings and ball joints were all replaced. Steering linkage is still nice and tight as it was when I installed the stuff about 2 years ago.
Also serviced the trans. Got a new filter, pan gasket, and fluid. Fluid was dark. Drained the converter, put fresh Mercon V in there. Trans seems about the same if not better. The engine also got it's second oil change since it's been in the car. The mileage on the motor is about 7,000 miles since it was installed back in August.
On the note of the rear swap, I found a '92 Crown Vic with a K code axle. So rear disc brakes and Trak-Lok are in the car's future. Just gotta get the rear.
This will be slightly more down the road, but when I get all the stuff needed, included the wheels and tires, she'll get Big brakes. And also, ABS. I'm harvesting a harness for that.
Lots of fun, it's gonna be a lot of stuff to take care of.

Well some updates I guess. I'm planning on a new exhaust setup. The header thread posted by Zoomie, will probably be the headers I pick, The BBK 1515. They will work and clear with 90* plug boots (which I already have) and with a modded spark plug socket for cylinder 7, I will be golden. I have a Mark VII catted H pipe. But the Cats are ancient, and I'm thinking about making a pipe with my cats (since they are still working properly).

What is wrong with the b pillar and quarter panel?

Got some lovely rot on the bottom of the quarter panel on the passenger side. I believe that's a normal place for rust to form?
