So I have tried to Never Dull the shit of the "spokes"....still lack luster....I do have some nice caps (versus the current wheel appearance):

So should I just clean the wheels, then spray paint them black.....or aluminum (allowing the caps to stand out)
Procedures of the above would be welcomed

If you really have lots of time on your hands, you can paint the slots of the rims to match your car's body colour. Whatever you decide, be sure to apply more than one coat and then clear.

The reason the never dull is not working is that there is a clear coat on the wheel and you need to remove that fist and then you can make them shine like a star!!! Been there, done that and might try it again soon!!!

Exactly there is a coating that I wouldn't even bother painting over before stripping either.

I have those same wheels on my 88 Town Car. I'm considering painting it all black except the outer rim. It may not look good since the inner part of the rim is gray which would have to be painted over. I may get some cheap paint and paint over the clear coat, and if I like it I can strip it down to the metal and do it right, or leave it until it flakes off then pressure wash it off.
