We tried buffing out the paint a little while back, and it made the blue really stand out better, however there are a lot of visible swirl marks in both quarters. What's the best way to get rid of these?

Re buff, carefully, Buffing is an art and can be screwed up very easily. You can try taking some rubbing compound and rubbing them out by hand as well. I can buff, but I'm not really an expert at it. I have a REALLY terrible buffer at home so I don't get any practice outside of the shop. I wouldn't be comfortable doing a "show" buff on someone else's car. I can do a passable job, but not a show quality job.
If you need some bodywork/painting done, on the other hand...

I have managed to get swirl marks out with 3m imperial hand glaze as well, but youll have to do your whole car or it will look funky with one shiny panel.
