Paint peeling off 2005 GM, can anyone help?

I was washing my 2005 Grand Marquis yesterday and when I rinsed it the paint started peeling off the roof like a snake molting its skin. There is no adhesion of the paint to the metal, it comes off like cellophane.
I went to a Ford body shop and the only option they gave me was to strip and repaint with substantial cost to me. Another (non-Ford) body shop advised the paint should adhere to the metal, that peeling off is indicative of a factory defect.
I like Ford and am hoping there is a service bulletin or recall someone can fill me in on that will offer assistance with the cost of the repair.
Also, I would appreciate any ideas on how to minimize the peeling.
    Thank you.

Is there any kind of warranty on the body & paint?

There should be some type of warranty on the paint from the factory - I would check into this closely. Paint peeling like that on a car this new leads me to believe there may have been damage to the car previously and it's already been repainted and the surface prep was lacking. Have you owned the car since new, or do you know its repair history?

Running the VIN through Car-Fax would be a good idea.

Did you use any weird/harsh cleaner on it recently?

that's odd for a 2005.......took 20 yrs for the clear to start coming off of my cars.......it's possible that it can be recleared without paint, just have to find the right shop willing to do the job
