First clean the underside of the car... degreaser and a high pressure wash, but steam cleaning would be even bteer if you can find a place that still steam cleans engines, etc...
Then go to the local hardware store and get some "Ospho" and either put it in a sprayer, or brush it on the rust areas... If you spray it on, get some eye protection in the form of goggles or something like that, and a respirator, as it is very toxic... (it has a weak acid base to it...You DON'T want to get this stuff in your eyes!) And then let it dry... it should dry overnight... it is supposed to turn black--- if it doesn't, re-treat the area... Once it is dry, the surface the ospho leaves is the same as a primer... so just spray your under coat on the underside... I have used the 3M stuff... it works excellent... in fact, I put it in the floor pan inside my car before I installed new carpets in both my cars... to keep the floor pans from rusting...
What ever you do... kill the rust first... or it will rust under the undercoating...
Hope this helps...

By the way, we just had a guy on our copcar board that bought a car like yours... Excactly as it was when it was in service with the Constables office in Kentucky... Someone bought it, then put it in storage... He bought it from that guy, and is now restoring it... it even had all the equipment, paint, decals, and lights still on it... Pretty cool....

POR 15 works well for terminating rust. I had some light rust spots on the interior floors of mine. I brushed that on, and it worked awesome.
My floors are mint underneath; I had a small surface rust spot that I prepped and painted. I painted the rest of the floor as well, but it was all just clean factory primer. I scuffed it with a 3M pad, and went to town, and it looks great. I undercoated the frame as well.
If you have any rust, Tom's method sounds good. My floors were so clean that I didn't need to do that. You could use POR on the outside, but POR is not cheap either; but it works.**2012 Ford Mustang Boss 302: 5.0/ 6 spd/ 3.73s, 20K Cruiser

I did the undercarriage with mostly 3m Rubberized Undercoating with some rust Duplicoor Anti-Rust primer under a few years back and it's still pretty good. Transtar is another decent brand, the only difference is you cannot paint over Transtar (not an issue). I swear by Por15 and just picked up some of Eastwood's aerosol Rust Encapsulator and Rust Converter to use along with my Por15 in my rusty trunklid for the hard to reach spots. If I was to do it again tomorrow I'd either go.
1. Marine Clean (Por Prep)
2. Metal Ready (Por Prep)
3. Por15
4. Por Tie-Coat
5. Eastwood Extreme Chassis Black
6. 3m or Transtar Undercoating
*The hard to reach areas I'd use the the Eastwood 2 step Rust Dissolver and pick up at step #5. You could also substitute Eastwood Encapsulator for the Por but good prep is a must.sigpic

I'm going with Eastwood's Rust Encapsulator for my floorpans, and all interior metal and seams. Lightly topcoating over it with the Eastwood undercoating. Por15 is not worth the price for me, as My car will never be exposed to harsh or winter conditions again here in the southern part of NC.

jack the body off the frame then you can get to all of the floor hehe

allright, I think ill wash the underside with a detergent and wash to clean it, use por15, and then use some sort of undercoat, either the eastwood or 3m,
Hey Tom do you know the guy with the LTD-s personally? If its possible I'd like to see some pictures of it, or even talk to the guy, there are really very few left..I really dont know any one else with one, online or in real life.-Phil

decided to go with eastwood do to price, I was thinking of using the aerosol can stuff, I'm better with one, How many cans do you think i should order if I'm gonna be doing most of the underside? I was thinking 2-3, and How many cans for the rustproofer? any estimates?-Phil

Well they have have a undercarriage kit, so the amount in there might give to an idea. I think I remember using a full case of 6 cans when I did mine, but I did a few coats. You might want to overestimate just so you don't run out. Por15 is a little expensive, like around $30 for the small can (pint I guess) but it goes a way and does a great job, but the Encapsulator is cheaper and aerosol. The main reason I picked some up was because it'd be almost impossible for me to paint every surface inside my rusty crusty trunk lip without removing the lid altogether.sigpic

I'd paint it on. You can apply it in one coat and get a nice heavy covering. It lays very well.86 Lincoln Town Car (Galactica).

I have some pictures of my floors, done how I did them...
Teh car in the air.
After the wash...
After some detail time; the frame was done at a later date.

I painted the entire floor (trunk and all), the exhaust, and later the frame too. I am anal about things being clean underneath.
I washed with power wash soap and a pressure washer, scuffed the floor, and sanded all of the rust of the exhaust, especially the welds. I wire brushed the rust on the frame, and painted it with a rust inhibitor, and then coated with bedliner. I don't have pics of the finished frame though.**2012 Ford Mustang Boss 302: 5.0/ 6 spd/ 3.73s, 20K Cruiser
