I doubt the motor is the problem...if it was the wipers probably wouldn't work at all. My money's on the wiper control module.

There is a parking cam inside the wiper motor assembly that tends to wear out. Unfortunately its not replaceable by itself mostly because the parts are not available anymore.86 Lincoln Town Car (Galactica).

Colin was also suspecting his control module last I heard. The wiper wiring is straightforward but hard to locate under the stock dash. I showed him the attached picture I took with the dash out - maybe it could help you too.
The plug from the wiper/washer switch (1) and the big grey plug that goes to the wiper motor (2) both lead to the little black box thingie (3). Of course, this is with the dash out; getting to it from underneath will be more fun.2012 Mazda5 Touring | Finally working on the LTD again!

Your dash scares me very much. Wire nuts and crimp connectors :hairraise:86 Lincoln Town Car (Galactica).

Actually, some of that is experimental just to make sure I could get things working. I'll probably be neatening it up a bit within a few months.2012 Mazda5 Touring | Finally working on the LTD again!

My mother's '94 Vic had the same problem. Turns out it was the motor. They would go up and stay there. But, if you caught it at the right time, you could push the wipers down. The motor still works right? I am not sure but it may have been noisy when operating it. Good luck I hope you can find what the problem is.
