2004 mercury grand marquis blower runs the same fan spped at 2 and 3
Runs full on fourth speed. Huge difference between three and fourth speed.

Then like mentioned most likely the blower motor resistor. It lives on the firewall under the hoses that run to to the heater core.2020 Volvo XC90 T6 Momentum (Ice White / Blonde)
