If town cars are the same, it's gonna be more towards the back of the fender, right in front of door than it is underneath the glove box. Under the glove box you'll find the low fuel relay, again this is on a CV I'm sure town cars are different.
My lock relays were actually tucked into an access hole in the kick panel. Yours will be a keyless boxy duke rather than two relays though.1985 LTD Crown Victoria - Currently restoring after she caught fire!
