You're well aware that its a scheme to force people to buy newer cars right? Reducing the emission standards year by year is just insanity. Its annoying here, but at least the standards are fixed by year range. My 1973 VW Beetle had to be smog tested, but it was something like 1000 ppm HC limit. The 68 I think had the same standard. I could tag up a Model T with regular plates and it would need to be emission tested, though I haven't got a clue what standards they would use for something built in the 1920s. I don't expect anyone has a T with standard plates in this state anymore. Historic plates make it exempt from testing, but there are mileage limits and such.
