I supplied constant power to the fan through a ring terminal on the positive terminal of the battery, and tapped into a fuse that's hot in run or accs for the switched power source (not the horn or brake light circuits, remember that those are hot at all times). I made my own ground for the fan relay that's separate from anything else. Same with grounding out the fan itself.
I'll check out the horn relay when I get a chance to get at it in above-freezing temperatures. It might also be worth mentioning that my horn no longer works when I press the buttons on the steering wheel, however my brake lights work fine.
EDIT: Oh, I also cut out the old plugs for my alternator during my 3G swap because they were no longer needed... I doubt that's connected to this issue but I'm trying to mention anything that might've caused it.
