I leave it in the on position. It starts. What I did notice was that it has stickers for 'Ford New Car Protection System Inside and Out' Or whatever. I also see it has some kind of Radioshack something. That's just a sticker. I don't know it may have at one time.

You could just try every electrical feature of your car with it in one position and then try everything in another... You could also trace the wires... hmm. Do you have a multimeter/voltmeter? See if it's always hot, or if it's only hot at specific times. If so, when? Then you could narrow it down. If it's not hot when the car's off, then you know it's not connected to anything that's hot when the car is off.

I personally think it has something to do with an anti-theft system, but that's just me. It's somewhat common for aftermarket installers to hide a starter kill somewhere in the car for the customer.

You'll have to chase the wires out. Its not factory, it could be literally anything.
Police models (more accurately fleet models as they were called at the time) also were available with a 302, but generally they were not LX models, and they have other telltales like the police suspension and whatnot. The "police model" was actually just a fleet model P72 with the police package added to it. You could get a P72 that didn't have the police stuff.86 Lincoln Town Car (Galactica).

My brother's 88 CVPI has a switch like this, and it is factory, in his case. I also believe it is from the factory in your case as well. If you all look close in the picture (which isn't very good), you will see that the the switch has a plastic bezel around it, molded onto the actual dash panel. That is definitely factory my friends.
Now, in my brother's car, the switch is a toggle, mounted in that same opening, and I know what that controls. This is because my 90 has the same switch, but in a diff. location. On a cop car, that switch was originally for the wig wag lights.
However, both of our cars (our = me and my bros) did not have operational wig wags when we obtained them. When you turn your headlights on and put on the high beams, all four lights should light up. On our cars when the switch is on, a little yellow LED is on, and only the outside lights are on (with the high beams on). In other words, if you leave the high beams on, and then toggle the switch it flips between the outside lights only, and all four lights as high beams. I'll try to post some pics.

Okay, so I took some pics. You can see that the dash was molded that way from the factory. This switch is the toggle (police factory). But my 88 parts car (not home) has the square switch like the one in question.
You can see the little LED (below the switch in my bro:banana: s. car)
Theres also a pic of the same switch in my 90.
