Had time to get around to it today. Ruled out the inertia switch and I’m gonna get a relay tomorrow. If that doesn’t go well then I’ll get the pump. Also a change has occurred, I heard the usual whine about 2 weeks ago with it, now there is just a subtle hum. And I tapped a hole where the previous fuel rail bolt was and installed a new bolt.

you confirmed you have battery voltage on both sides of the inertia cutout for ~2 seconds when turning the key ? If so there isn't much else besides the pump or the connector to it. Have to drop the tank to get to both though.86 Lincoln Town Car (Galactica).

dropped the tank and put in a new pump with new gas. Also plugged back in the SPOUT connector after timing again since I never plugged it up after I took it out. Tried to start and got a few sputters, then I put some carb spray and it ran but it stalled like no tomorrow I’ve never heard it run like that. Tried to run it again but without carb spray and nothing. Timing is right at 12 degrees BTDC too. And it didn’t cut off when it stalled this time it stayed on. I pressed the pedal a few times to see if the rpms would go higher and it did, unlike last time I tried it when it ran. Don’t know what was different. 2 things I already have in my head that may be the issue is probably the ECT sensor, maybe fuel filter, or the ignition switch.

if its got spark and fuel it will run. If its not running you're missing one or the other. Do you have injector pulse? Fuel pressure is half of it but if the injectors are not firing or not working, you have no fuel. Starting fluid will tell you, don't need gasoline to run it on go-go juice. That will confirm spark and compression though.86 Lincoln Town Car (Galactica).

If the diag isn't working, there's a good chance the CPU is having issues or the pins to it are damaged. The CPU in the ECM controls the blinking of the output. I had that problem with the HO swapped Mark VI, but other than diag, everything worked. Swapped in another ECM anyhow just for sanity sake. No change in running behavior, but I had a working diag port then.
