So I noticed that I wasn't really having much variation in speed for my wipers. And on high even it still seems rather slow. I did replace the governor with a NOS one and now notice the variable speeds. But still the high speed isn't very high. So would replacing the motor be the next logical step? It's just old and tired maybe?

may be worth making sure the linkage doesn't have excessive friction too. Can pop the motor off and just make sure all the bits move freely.
The motor isn't anything special, couple bolts and it pulls out. The tricky part is the clip holding the linkage to the motor. With the motor partly out you can get to it. Have to get a screwdriver under the hook part of the clip and lift it enough to slide over the peg, then it will come off.
is what it looks like. The part you have to lift is the bit sticking into the hole from the bottom. Its one of those keyhole shaped things, once the tab is lifted it will slide down and release the motor. These things get brittle so make sure the replacement motor comes with one, or buy a spare before you touch it.
also worth making sure your battery voltage is right, and the ignition switch isn't bad. Both can cause low voltage to the motor and that will make it run slow. Sometimes the motor is just done though.86 Lincoln Town Car (Galactica).

oh, forgot to mention, clean all the trash out of the box when the motor is out. They are usually packed full of rotted leaf bits, dirt, etc.86 Lincoln Town Car (Galactica).

My 79 Zephyr uses same wiper motor as my 94 Exploder...
