I was hoping that was the issue, appears not.

      Oh well.

I get funny stares pulling out of the parking garage.

Depends how you define whine. Mine does it only in park, putting it in gear makes it go away. Its not quite a whine either, more like that moan of a low/bad power steering pump. I get no whine when actually moving. I also do have a factory trans cooler.

At first I had no cooler and no whine. Then I put a cooler and still no whine. Then I put a shift kit in, and it developed intermittent whine. So now I got a cooler, a kit, and it whines whenever it feels like it, but usually in park and sometimes in manual 1st gear at low rpms.

Get a loud exhaust, it'll cover up the whine.

actually it don't, my exhaust is pretty damn loud and i can still hear the while loud and clear - tranny is right next to me, while exhaust exits are way back and pointing away from me

Exactly. The only way I have ever gotten rid of the noise was after a convertor swap. The only correlation between the noise and convertor I can think of is the ever-present AOD stock convertor swelling problem loosening up clearances where the stator rides inside the convertor, causing the whining noise.

Pirate, does that mean the converter loses efficiency due to fluid leak down through the increased gap?

                      Yes, and no.
With a new stock convertor, clearances between the stator fins and convertor shell is as-designed, same thing with the torrington bearings where the stator rides within the two convertor shell halves. When the AOD convertor starts swelling due to normal driving and use (how to spot this later), the distance between the stator and the shell increases slightly, slightly reducing 'grab' ability (increasing stall speed, but not to a noticeable degree), while the bearing clearances open up more than the stator/shell does, since the convertor shell swells at the center, not around the circumference. It frees up at the bearings, but also frees up at the stator fins, allowing more slop, which is bad for efficient running. It's a toss up. However, the loose bearing clearances can possibly account for some of the groaning noise we all hear out of these trannies, especially after shifting into park. I don't have this verified, but it is a strong possibilty that I have discussed with a couple of the AOD convertor builders. Nobody has really ever looked into it, they just toss the old convertors.

How to spot the swelling? Look for the crank/flexplate bolt marks in the face of the convertor, they are not supposed to be there. It happens with all of the AOD convertors. Mustangs and heavy trucks and vans swell the most, at least from my experience. Ford should have put a billet steel plate in there when designing the AOD, instead of using flimsy stamped steel, but the stamped pieces were obviously cheaper.
What does the swelling do? Pushes longitudinally, both forward against the crankshaft, taking out the #3 main thrust bearing in the block, and pushing backward into the back face of the front pump, wearing the pump gear, and wearing grooves into the back face, slowing draining off line pressure from the AOD.

                      There ya go.

                        Well done.

BTW mine only does it in gear at slow speeds, not in park at all.

It's probably the planetary gearset, then. It gets loose, then it gets noisy. Goes away in drive. Either that, or there is a bicyclist stuck under the car, and it only makes noise at low speeds.
