If it uses a similar lever arrangement to my car, the short inner lever is the shifter, the longer outer one is the TV. You can move the TV by hand easily. The shifter one will require some effort and it will click as it ratchets through the gears. Not reccomended to go shifting that around while under the car. I also want to say they operate in opposite directions, but I can't swear to that.

oooooo, i know the answer to this one, lol, my 91 wagon did the same thing for a while, then one day i was driving and a bolt fell from under the dash and i picked it up and put it in the glove box, but when i got home i couldent find park nor neutral, so i shut it down in gear and took a boo under the dash, well it turned out that the bolt that fell out bolted the shifter part to the cable part of the shifter asembally, i belive its a brass torks bolt that goes looseand isent eally hard to get at.

tighten the hex head brass bolt under the dash that links the cable to the lever, same thing happened to me on the 91 wagon.

Marquisman, you are correct. Both Torx bolts were too loose for comfort. Glad I finally got under there and tightened 'em up. Shifts like it's supposed to now.

Interesting....like Ford to take a perfect reliable bullet proof setup and replace it with one that is suseptable to damage and premature wearing out.
