For how seldom the brakes get bled if you already have the parts I'd just use the block of wood method to bleed them.

Yes it is the axle housing flanges that determine the bracket final positions. gadget is correct they wind up at the top which is no big deal as bleeding is not difficult. A 1" piece of scrap wood works fine for a shim between new pads while bleeding. I cant say if the parking brake setup is the same 03+ and 02-. I used 03+ cables. Ivan welded a small tab on each axle end to mount the cables. This is an excellent post... it appears, if you really wanted to, that you could drill new holes to make it sit at the front/rear if you really wanted to.
