5 points are also not supposed to be used unless you have a roll cage. The reason you shouldn't run a 4, 5, or 6 point without a roll cage or bar, is because in an accident where you flip and land on the roof, you are rigidly fixed to the seat, so when the roof comes down on your head you can not lay into the seat, so your neck breaks and you go quickly and quietly. People like to use them anyways, and it does have benefits other than safety. Being so rigidly strapped in makes you more in tune with what the car is doing, as well as not having to put any thought or effort into holding your ass in the seat.
Any kind of hobbyist activity usually allows for all stock equipment. Like all the HPDE open track events that I go to do not have requirements for any aftermarket parts. It's not until you get to full on racings that you have to deal with safety rules.
