PI bushings are metal. You'll have to get civilian control arms in order to use poly bushings.

On early models they are metal, yes. Those bushings are also made from Unobtanium and no longer avail from Ford. Later models used a different upper control arm. Police models have two large bushings, while civvie models got one large and one small. Thats really about the only difference.86 Lincoln Town Car (Galactica).

yes. Mostly from lack of lubrication over the years. There are grease fittings in the upper control arm shafts but half the time they're ignored so the bushings wear out. If you use those, you're pretty much stuck with stock parts though. No brake upgrade since you cant replace the upper arm.86 Lincoln Town Car (Galactica).

You *can* swap the bars, but its not necessary. There may be clearance problems using the newer style bars. Old ones work perfectly with no modifications.
RE: poly parts, yes, you can use them on the 98-02 front suspension, or I think you can get a kit for the stock suspension parts too but you keep the wimpy brakes with that.86 Lincoln Town Car (Galactica).
