What does the noise sound like? check the hoses and vacuum lines for leaks.
As long as exhasut isnt getting all the way back to that valve you should be ok.
If you want to get rid of it but keep it legal at the same time, you could do what I did:

Pulling that stuff won't affect how it runs. Its only used for a few minutes till the engine warms up anyway, then it dumps to atmosphere, causing a kind of buzzing/farting noise. Yank it and trash it, then cap off the steel lines it connects to. Or just ignore the noise if you live in a state that does really picky visual inspections.86 Lincoln Town Car (Galactica).

I've never had them raise the hood and I live in NJ. My smog pump is off and all that crap disconnected. Once I get the exhaust finished, I'll run it through and let you know what happens.86 Lincoln Town Car (Galactica).
