What about the wiring harness? If I go from an 85 CFI to a later EFI are the wiring harnesses the same? Plug and Play perhaps?

Figured as much.
Frustrates me there isn't much to do with the CFI.
Figures the one ultra-low mileage, super cheap, super clean wagon I find would have the worst fuel system available.

There did exist 5.0 HO CFI motors. Pete has the ECM for one, would just be a matter of swapping the cam. Probably also use e7 heads instead of whatever they had, e5 I guess. You could probably get away with just the head swap and have it run OK. That and swap a better intake, probably like a 4bbl intake with a 2bbl adapter and a set of headers and get away with it still being a CFI engine. Wouldn't be a super powerhouse but it should have a bigger pair than it sports now in any case.86 Lincoln Town Car (Galactica).
