THAT IS THE LOAD LEVELING compressor. it turns on every time you start the car so it holds pressure as you drive.

Can't hurt to grease it, if that's an actual grease fitting and not a shrader valve. Could have a broken line somewhere that's making it run constantly.

As long as it's not a sign of impending suspension collapse, I am fine with this solution.
Nope, and they generally don't collapse like that. They'll develop a slow leak and sag when it's shut off, then sag more and more...will usually still work fine when the compressor runs though. Eventually they won't hold air at all, but I don't think they'll blow out or anything unless you do some pretty crazy driving.
