I have a pressure guage attached to the rail, when the key is turned on I hear the pump prime and the fuel pressure only goes up to a little above 20psi and falls off, back to zero as soon as I turn the key to the off position.

sounds like the pump and the check valve in it are weak, or you have a leak somewhere. A severely leaky injector could cause this, but I'd expect saturated plugs. Leaky fuel line would cause this as well, but that should be obvious with the fuel leaking out from someplace. Check the tops of the injectors too, a ripped O ring will cause you trouble.
Under normal conditions, it should prime up close to 30 psi, and hold pressure for a while. It will bleed off slowly, but I'd expect at least a half hour before its back down to zero. Does it come up to normal pressure with the engine running? 30-35 with vacuum on the regulator, 40-45 without vacuum.86 Lincoln Town Car (Galactica).

Perhaps the regulator is going south. In my case, it was the fuel pump that went bad. Though I had only 20 psi with the car running.
On the same note, what's the fuel pressure on the return side of the fuel system?
