    Hesitation

This has happened twice to me. I'll be at a low speed, and I'll push the gas to go, and literally nothing happens, then all of the sudden about 2 seconds later the car wakes up and goes. Is this an engine or trans issue? And what specifically is it?

Sounds like a dead accelerator pump in the carb. Look down the throat of the carb with the engine off, and open the throttle. If you don't see two streams of fuel squirting as you open the throttle, thats your problem. Time for a carb rebuild if thats whats going on.

That was 3 years ago. Has it been sitting? Those rubber diaphragms dry out and fail. The squirters also clog with dirt.

it was in storage from 2000-2007, after that the carb was rebuilt, it was tuned up, the exhaust was replace, along with a few other things. After that it was a weekend car for the past 3 years. I'll check out the carb tomorrow if it doesnt rain.

then your carb probably does not need to be rebuilt.

Or, start a new thread specific to your issue. Different can of worms entirely.

get a flash light, take off the air cleaner, look down the carb while moving the throttle linkage by hand. you should see a steady stream of fuel squirt into the bores if not then change your accelerator pump (very easy and cheap on motorcraft carbs)
