1986 Grand Marquis Engine Keeps Dying While Starting and Switching Gears
Yeah, I think I'm going to replace all the lines that come off the spark plugs... plugs are good, just under a year old... but I've noticed some chuncky white crud in the lines where they connect to the spark plugs
Now, do you mean right where the boot of the spark plug wire attaches to the plug? Because if that's the case, it might actually be dilelectric grease.
If you do go ahead with replacing the wires, I recommend to not go for the cheap brand, as they will crap out on you fast. Spring for the Belden, Bosch or even stock replacement motorcraft wires. Just my Just going from experience, if you want something to last, spring for the better quality part, even if it's more expensive. Unless you really can't afford it.

It's inside the rubber part of the spark plug wire... all over this circular metal part...

Could be dielectric grease. It keeps the boots of the wires from sticking to the plug insulator, and it also helps seal out moisture. I use that whenever I change wires.
