Fuel filter is on the passenger side in the back, just forward of the rear tire. Its got two small screws holding a plastic cover on, and then plastic hairpin things holding the fuel lines on. Make sure the new filter comes with new hairpins, you'll almost always break one of them removing the filter.

PCV is positive crankcase ventillation. Sucks the oil fumes and blowby out of the crankcase. If its not working, you'll usually see oil film in the throttle body and it will tend to leak more oil. The stupid screen underneath the valve is usually more the problem. Its called a pcv filter, and looks like a wad of steel wool jammed into a metal sleeve. Use a long screw and a pair of vise-grips to pull it out.
My bad...Mines hanging on the trunk arm too....But my brothers 89 had it behind the carpet.....Ughhhh....Sorry about the fuel filter mix upp..Mine is on the passenger side but my Grand Marquis was on the drivers side....LOL.....Ughh..Don't listen to me to man panthers on the brain.....

The pcv valve is ummm well, look and see where you distributor is. you pcv valve is in the same spot opposite the dizzy on the back of the engine against the firewall, and like everyone else said worry about the screen not the actual valve. you pull the pcv valve out once you find it and its down in a hole in the block like the dizzy hole and you just screw a long screw into it and wiggle it out. I hope this helps

see the vacuum line coming out slightly to the left at the very back of the intake, and the circular vacuum thing on the wiper box slightly to the right ? in between those straight down at the back of the intake.

Perhaps you should scan the computer for codes before throwing parts at it. It may point you in the right direction.
