Once its bored you should install it to the upper and check for missmatch of the openings. If necessary match them up. I believe I went with a straight 60 bore on the EGR spacer which is a bit larger than the TB (which is more like 59). The opening in the upper should be slightly larger than the bored spacer.
Best to put some bluing on the intake face bolt the EGR spacer on or slide it over the studs and scribe the id of the spacer bore to the upper intake inlet. If necessary using a die grinder or drill and cutter make the opening a bit larger than the scribed mark. Sometimes the gasket needs trimmed also. Thats how bad the coring to bolt hole missalignment can be.
