If the spline shaft is stripped, thats part of the transmission which is possibly unobtanium. The arm comes off fairly easily, pift it up, and there is a small tab that you have to lift up. This will lock the arm tilted out, and you can wiggle the arm off the post.
Agreed - if it was a linkage problem with this particular setup Ford used both wiper would be dead. If you need a new splined shaft a visit to Parts Galore will be in order, methinks, they always got plenty of Panthers to chose from.

Yeah I'm thinking either the splines on the shaft are stripped, the arm is just a little off the shaft, or another suggestion: if these cars are set up anything like I think they are, there should be a small pin that that splined piece actually sits around. This is visible with the wiper arm off. What I'm trying to say is the splined part is a separate piece than the peg that it sits around. The splined piece is attached to that center piece through nothing more than just little peens where they're sort of crushed into eachother. It's possible that the splined piece came loose from the centerpiece it's mounted on. Take off your wiper and look at the splines. If they spin fine once the wiper arm is off, hold the splines while the wipers are running and see if you can keep them stationary from that centerpiece. That, or just see if it wiggles around that centerpiece like it's unattached. This happened to the '67 Mustang I'm rebuilding and my solution will be to just weld those two pieces together as they might as well be single pieces in the first place.
