It can be, just needs to be ahead of the converters. Looks like the right sort of EGR valve, might need to try other applications if you need one without the 90 angle built in. Not sure what ones are straight through, possibly 4 cyl mustang ones.

vacuum plumbs in the same, just the source is different. Instead of getting exhaust from the heads through the passage in the intake it feeds through the tube connected to the exhaust pipe. No difference otherwise.

You'd line up the plunger on the Mustang EGR valve to the hole that goes in behind the throttle body.

the Mustang EGR valve dosent have a plunger so just line up the hole on the Mustang EGR valve to the hole that goes in behind the throttle body

you'd put it on just like you have in the pictures.. blocking the top hole

Is your inspection sniffer only or do they do visual?? if no visual, it might be easier to plumb it up using the smog crossover pipe??

maybe???? it might be a pita to route it back across/around the motor...

dyno inspection and if the guys in a good mood he dosent bother looking.the reason im doing this is my j302 heads dont have the egr passages so im forced to do it this way.

Yeah that sucks theres no smog provision in the heads... this could be tricky either way, if the guy pops the hood and sees all sort of EGR plumbing patchwork...
In VA everything has to be "as originally equipped" but no sniffer test, it could be hard to get something like this passed here.
Id check with your inspection station and see if they will tell you what you need to know about whats permissible.

If you have a look at what the factory EGR feed pipes are, you'll get an idea of what it needs to be. Most of them are thin wall steel tube very similar to the thermactor plumbing or the air pipe down to the converters.
