If the lower doesn't have the EGR hole, you can't use it with your EGR. But the good news is you just need to find a lower GT-40 and you're good to go. Or you can trick the computer to thinking the EGR is there and functioning (1987LTDMasta did it on his car at one point I think).1990 Country Squire - under restoration

I doubt it. There's more to the internal EGR than just that one hole. The casting may be opened up for it under where the hole has been filled, but I doubt it.
Does the bottom side of your lower look like the one below (a real GT-40)?

You can still use your manifolds and it wont hurt anything as far as i know.. Your egr will be non functional but who cares.Give a man a fish and he will be fed for a day. Teach a man to fish and he will promptly forget that he once did not know, and proceed to call anyone who asks, a n00b and flame them on the boards for being stupid.

properly working EGR has absolutely NO effect on engine performance.
Disabling the EGR with out properly altering the ECM tune will cause a lean fuel condition.

You're missing the baffle in those pics, I hope you put one back on or it's gonna dump/suck a lot of oil. Also, the T-stat housing on a panther is 45* not 90, so that one won't work too well.Builder/Owner of Badass Panther Wagons

You can simply disconnect the vacuum line to the EGR valve. It will keep it from opening, thus preventing the ECM from leaning things out too much. If the vacuum line is there and the valve is opening without any exhaust source, it will go lean at cruise. The EGR eliminator plug is nothing more than a resistor that has the value of a closed EGR valve. It will produce a code, 33 if I'm not mistaken.86 Lincoln Town Car (Galactica).

Unfortunately I dont think you would pass because they test the valves operation with vacuum.Give a man a fish and he will be fed for a day. Use an egr valve off a 94-95 Mustang or something else that is designed for an external EGR feed, and have a header modified to provide the feed. Thats about the only way I can think of for that to work. Without working EGR, you're likely going to fail for NOx emissions.86 Lincoln Town Car (Galactica).
