i bent my pulley trying to get it on and off with a cheap puller and brute force.
i had to buy an $80 puller/installer that slips over the hub on the pulley to pull it off and had the right attachments to "press" it back on.
(it also has the attachments for chevy and other applications)
it was a job that could not be done right without the right tools.
but with the right tools it was very simple.
( i thought that bent pulley was gonna total my car till i found one at the jyard.)
maybe autozone or advance can "loan" you the right pulley remover/installer.
We got a puller/installer from harbor freight. works just fine. but yeah, there might be soe rust or gunk on the shaft preventing the pulley from seating properly
i have a ps pump pulley puller and i made some of my own pulling rods out of grade 8 bolts cause the ones in the kit were too short

I sanded the ID of the pulley just a bit and was able to install it all the way on the shaft.
I wrapped a strip of 600-grit sandpaper around a piece of 1/2" copper tubing and taped it in place. I put that in the vise and spun the pulley on it by hand.
If you try this at home, proceed with caution. Keep in mind it doesn't take much.
rust inside the pulley? yeah that happens. I've used battery brushes or a bit of sandpaper wrapped around my finger to clean them up inside before, but whatever does it. It is a very tight fit, so even a small amount of crud will screw it up.

If you put the PS pulley on backwards you might have one hell of a battle getting it back off......
There wasn't any apparent rust, although that would tend to cause this problem. I just chalked it up to a tolerance issue between the new pump shaft and the old one.
