mechanic said my car is an old cop car after new wheel bearings were put in, then claimed the car needs bigger wheel bearings so there is no longer any play in the rotors. is this true? anyone heard anything like this?

I smell BS... did they replace the wheel bearings only? did you notice play in the wheel before or after the work?Give a man a fish and he will be fed for a day. What he said. There are no 'oversize' wheel bearings. The police cars also did not have special wheel bearings. If they replaced the bearings without replacing the races, the new ones won't fit properly. Bearings are supplied with a race, its just a matter of removing the old and installing the new.
