Does anybody know why they made 2 different fan shrouds on these cars and where I can find the older style?

I'm not aware of any huge changes to the shrouds in the 79/91 Ford/Merc run. Likely differences in depth to compensate for the different radiator widths.
Best bet for finding one is finding someone who is parting out one.1990 Country Squire - under restoration

yeah, I don’t think anything of it until I went to put the shroud off my 91 onto my 85 and found out that the bolt holes and holder tabs on the bottom are spaced wider on the 91 fan shroud

that might be more of a brass v aluminum radiator thing than a police / non-police one. The one in my Towncar is a brass 2 core specified for a police car. I don't remember issues with the fan shroud exact,y but its using a 1990 Towncar one and its been a good number of years since I fooled with it.86 Lincoln Town Car (Galactica).
