    I need some more ideas!

Ok, so I've wrote down all the things I'll be doing to my motor and I've determined that my HP should be between 370 and 380hp.
is there anything else I can do that will put me at or above the 400 mark without denting the wallet anymore than needed.
I'm looking for mods that are below 300 bucks but will add about 20-30hp more.
    Here's my list:
    -MAF conversion
    -65mm Throttle Body
    -Ported HO upper intake
-Holley system max 1 lower intake
    -24lb injectors
    -Ported E7 heads
    -1.7 roller rockers
    -E303 cam
-Boring block .030 over to 306 and installing:
    Kieth Black Hypereutectic pistons
    new bearings and Piston rings
    -Tune up with MSD stuff
    -Holley fuel pump
    -Adjustable fuel pressure regulator(Holley)

anything else I can add without slaping on a carb, nitrous or super/turbocharger?

That seems like a very optimistic number.

Trick Flows Track Heat engine kit claims 360 HP. Thats with Twisted Wedge aluminum heads, Track heat upper and lower intake a stage 1 cam which is similar to a E cam. Thats with a 306, 70mm throttle body and Mass air.

BTW i dont think you are gonna find anything for under $300 that will add 20-30HP besides nitrous. If you do, please let us all know.

So, how are you planning on tuning it? That way more than 300 bucks. Think around grand. Just tossing 24lb injectors and mass air ain't gonna make it run right.

Supercharge that combo and you might get it. Prolly your best bet. 400hp out of a 302 naturally aspirated isn't the most streetable combo in the world. Supercharge/Turbo changes everything.

Beefing up the engine is all good an' all, but do you plan on upgrading your brakes and suspension?

I might upgrade the brakes, but prolly not.
but I do plan on putting in a rear sway bar.

                I don't totally expect 370-380hp.
I'll prolly get more like 360.
If I got 350, I'd prolly be happy with that.

                question:
What cam would be best for my application...
E303: .498" lift, 220 duration(Notes: Good Idle, Excellent Low- and Mid Range Torque)
                OR
                F303: .512" lift, 224 duration(Rougher Idle than E303, More Mid- and Top-End Power than E303)

I'm torn...I don't want my motor to be all sound and no pull, but I just don't know which would benefit me more. any thoughts?

F303 gains 5 hp top end at loss of more than 20 at low end. As I have stated Gerry and I have done this many times before with ported upper and lower factory stuff 370 can be had at the rear wheels.
