I think he's talking about Celsius, so it's not THAT cold.

How long had the car been running at this point? Was the choke full open or partially open? If the motor hadn't been running long, its possible that you need to run partial choke to allow it to warm up. I'd really have to suggest re-installing a normal electric choke, since those will slowly open as the engine runs. Also, leting the car warm up for several minutes before taking off would be a good idea. Having an operational heat stove is another thing you should check. The heat stove is that tin junk around the driver's side exhaust manifold. There will be an aluminum/paper tube connecting from it to the bottom of the air cleaner assembly. On top of the air cleaner is a vacuum motor that runs a flapper valve. This should be plumbed to a thermostat located in the air cleaner lid right next to the carb, and fed with engine vacuum. When cold, the flap should be closed, forcing warm air from around the exhaust to be drawn in. When the car warms up, vacuum is cut off and the flapper opens to allow cool air to be drawn in. The warm air is important to accelerate warmup and help prevent carb icing. You might also have an exhaust heat riser setup. This is normally a vacuum motor that closes off the exhaust on the driver's side, forcing exhaust to cross through the intake manifold passages to exit the other side. The effect of this is to warm up the intake. If that passage is blocked with carbon, or the heat flapper in the exhaust doesn't work, it will make the motor warm up slower too.
