How far in did it break? Maybe you can pull the kick panel and get enough of the cable to grab wit a pair of pliers or vice grips? If that doesn't get it, pull down the driver's front fender liner and locate the cable on the inside of the fender.
2000 Mercury Grand Marquis GS HPP - SOLD

The one on my townie is dangling there too. But on my vic the cable melted and I cut it shorter so it hangs under the grill. Then I tied a keyring on the inner cable. Basically you just have to pull the inner cable. If you can't get to it behind kick panel. I'd cut it up and under the hood behind grill. Then strip the cover off so you can pull it.

thanks for the replys yall. I ended up crawling underneath the front and reaching up with a pair of needle noses and got it open, but the hood latch itself had broken as well, so I cut it off and put hood pins in cuz I couldn't find any TCs in the junk yard to pull a hood latch off of.

Glad to hear you finally got it open. I was eventually able to get my hood open by going under the dash with a vice grips, as was recommended above. The cable had snapped off in the plastic mounting bracket so I had to get the cable out of that which was a bit of a hassle. I think hood pins are in my future.
