    Noob w/Blower motor/ETAC/speed controller issues

Hello Everyone, 2000 M.G.M. O.K. so the blower motor works perfect on High & very weakly below that down to medium(Can't barely hear it below high). As far as Voltage its running 13.01 volts on high/13.84 volts on low... As far as Amps it draws 12.4 amps on high, 1.86 on Med/Hi, 1.72 on Med, etc... I did the pinpoint test & everything tests out o.k.. Replaced the blower speed controller to the same results, EATC was replaced before I bought the vehicle & pinpoint tested good. EATC ground has 23.1 ohms resistance to ground, Speed control ground has 11.7 ohms resistance to ground. Need advice. Thanks, Jamie in Wisconsin
