My little cousin just picked up a 2000 vic motor for his car, are all the 2000 4.6 motors PI motors?

If it is the original engine for a y2k panther...then it is NOT a PI engine. Panthers did not get the PI engine until 2001.
Mustangs, iirc, received the PI engine in '99. I'm not sure when trucks received the PI engine.

Yep, then the engine your cousin picked up is a NPI engine. If he wants to bump up the performance, he can install a PI intake. And if he's really ambitious, stock PI cams will work in the 96-00 NPI heads.
