The seller doesn't replace the steering lock but uses a screwdriver ? Is the rest of the car kept together with bailing wire ?
Has a little rust. Is it fixed with silver tape ? That said, it could be a ok car. nice colors.

At best, it could be a decent project car. At worst, it probably still has some valuable wagon parts on it.

I hate farmer/redneck mechanic shit. How hard would it have been to take the lock cylinder out and have someone one make a key for it or swap a different lock cylinder in rather than trash it so it starts with a screw driver?
