optioned up? it has vinyl seats and no cruise control. from the history report on eBay, it appears to be a fleet type car (possibly built as a taxi) and used by Ford early in its life as a CNG test mule, which means it was never put into service. then it was sold almost a year later at auction and ended up in California. I have heard about the CNG extended range tank option, but have never seen it installed on a production vehicle, maybe this is the only one, hence the test mule status. They are plentiful in NYC. The other thing about NYC, is that there are alot of new cabs; most of them are not retired police cars.
