The 66 in the part number indicates original usage on a two door. A wagon would be 76, the four door 54. I'm guessing that's part of an accessory luggage rack for the sedans.

These are the clips that retain the thin hockey stick looking trim between the quarter panel and rear window that divide the paint and vinyl top.

Think these are also used for some of the crown trim also dividing the paint work and vinyl top.
